Abu Dhabi Launches Sahel Rating System to Enhance Accessibility for All

The initiative, spearheaded by the Department of Municipalities and Transport (DMT), seeks to enhance accessibility for people with diverse needs, including senior citizens, pregnant women, nursing mothers, children, and individuals with temporary or situational mobility challenges

Abu Dhabi, UAE – In a move to create a more inclusive environment for residents and visitors, Abu Dhabi has introduced the Sahel Rating System, a pioneering accessibility framework aimed at ensuring barrier-free spaces across the emirate.

Named after the Arabic word for “ease,” the system will initially be implemented in new developments, with plans for retroactive application to existing buildings and public spaces.

The initiative, spearheaded by the Department of Municipalities and Transport (DMT), seeks to enhance accessibility for people with diverse needs, including senior citizens, pregnant women, nursing mothers, children, and individuals with temporary or situational mobility challenges.

By establishing clear standards, the system aims to foster an environment where everyone can navigate public and private spaces with ease.

A Comprehensive Accessibility Framework

Following a successful one-year pilot phase, the Sahel Rating System has now become mandatory for all new developments in Abu Dhabi. It introduces three key certification categories:

  • Sahel Community Rating – Applicable to master-planned developments and entire communities.
  • Sahel Public Realm Rating – Covering public spaces and open areas.
  • Sahel Building Rating – Evaluating accessibility in commercial, public, and government buildings.

Each category will be assessed based on four levels of accessibility: Accessible, Adaptable, Inclusive, and Exemplar, setting clear benchmarks for developers and authorities to follow.

These ratings ensure that accessibility features are integrated throughout the lifecycle of a built environment—from design to construction and operation.

Multi-Stage Implementation Process

The Sahel Rating System will be enforced through a structured evaluation process across different stages:

  • Design Stage: Compliance will be assessed through the DMT’s regulatory framework, ensuring accessibility is embedded in the project plans.
  • Construction Stage: An audit process will verify that the design specifications are implemented accurately, with regular reports submitted to the authorities.
  • Operational Stage: Once buildings and spaces are in use, their functionality will be reassessed every five years to maintain or update their accessibility certification.

This periodic review mechanism ensures that facilities continue to meet accessibility standards, adapting to evolving needs and technological advancements.

Commitment to an Inclusive Abu Dhabi

The launch of the Sahel Rating System is part of Abu Dhabi’s broader vision to promote sustainability, inclusivity, and enhanced quality of life.

The initiative aligns with the UAE’s Year of Community, reflecting the government’s ongoing efforts to create an environment where all residents and visitors can engage freely and comfortably with their surroundings.

Dr. Saif Sultan Al Nasri, Acting Undersecretary at DMT, emphasized the significance of the initiative, stating: “The Sahel Rating System is a pivotal part of our efforts to enhance navigability and create a more inclusive emirate.

By introducing this system, we are reinforcing our commitment to guarantee that every individual, regardless of their abilities, can engage with the spaces around them with ease.”

As Abu Dhabi continues to position itself as a global leader in urban innovation, the Sahel Rating System stands as a landmark initiative in its mission to build a truly accessible and inclusive city.
