Dubai Police have launched a major new initiative aimed at enhancing public safety and improving emergency response times by dividing the emirate into distinct “urban” and “rural” zones.
The strategic reorganisation was announced on Saturday through the authority’s official X account and website, signalling a modern approach to law enforcement in one of the world’s fastest-growing cities.
The initiative forms part of the Dubai Urban Plan 2040, a long-term strategy that aims to strengthen the emirate’s infrastructure and ensure sustainable development.
By tailoring security and emergency services according to the characteristics of urban and rural areas, authorities believe they can deploy resources more effectively and respond to incidents with greater speed and precision.
“This strategic division will optimise the allocation of resources, including patrols and personnel, and incorporate cutting-edge smart technologies and artificial intelligence into each zone,” said Major General Khalil Ibrahim Al Mansouri, Assistant Commander-in-Chief for Criminal Investigation Affairs at Dubai Police.
The new zoning system will allow for a more focused deployment of specialised units, enhancing the effectiveness of crime prevention, traffic regulation, and community safety services.
Authorities expect that segmenting the emirate will lead to a more efficient distribution of police personnel and significantly improve coordination during emergencies.
Brigadier Turki bin Faris, who also commented on the initiative, emphasised the operational benefits. “This reorganisation will boost the overall efficiency of Dubai Police operations,” he said. “It will lead to faster response times, particularly in emergency situations, and improve security coverage across the entire emirate.”
The announcement aligns with Dubai’s broader smart city vision, where artificial intelligence, predictive analytics, and real-time data integration are increasingly becoming standard tools in public safety and governance.
Officials noted that the rural and urban division reflects the geographical and demographic diversity of Dubai, which spans high-density city areas like Downtown and Business Bay as well as sparsely populated zones in the desert and outskirts.
Tailoring response strategies to fit these environments is seen as essential to achieving Dubai’s long-standing goals of safety and citizen happiness.
The use of smart technologies will play a crucial role in the transformation. AI-powered surveillance systems, automated dispatching, and predictive policing tools will be deployed to both urban and rural areas, adapted to meet the specific demands of each zone.
