MGM Resorts International Applies for Gaming License in UAE Amid Regulatory Developments

Wynn Resorts is developing an integrated gaming resort on Al Marjan Island, Ras Al Khaimah, set to open in 2027. This collaboration aims to attract significant tourism, bolstering the UAE’s status as a premier global destination

MGM Resorts International has formally applied for a gaming license to operate a facility in the United Arab Emirates (UAE), marking a significant step in the country’s burgeoning gaming industry.

Bill Hornbuckle, CEO and president of MGM Resorts, confirmed the application during the Skift Global Forum 2024, expressing optimism about the pending approval from the federal government.

“Yes, we have (applied). We’ve done it in Abu Dhabi,” Hornbuckle stated, underscoring the company’s commitment to expanding its footprint in the Middle Eastern market.

The license, if granted, would pave the way for MGM to establish its presence in a region that is increasingly embracing commercial gaming.

The UAE is witnessing a transformation in its entertainment landscape, with MGM’s application potentially setting the stage for the second major gaming resort in the nation.

Currently, Wynn Resorts is already developing an integrated gaming resort on Al Marjan Island in Ras Al Khaimah, scheduled to open in 2027.

This project is a collaboration with a local partner and is expected to attract a substantial influx of tourists, further enhancing the UAE’s reputation as a premier global destination.

In September 2023, the UAE took significant strides in regulating the gaming sector by establishing the General Commercial Gaming Regulatory Authority (GCGRA).

This body aims to implement a world-class regulatory framework for commercial gaming operations, ensuring a socially responsible and well-regulated environment.

The GCGRA will oversee licensing, coordinate regulatory activities, and facilitate the responsible development of the gaming sector to unlock its economic potential.

The authority’s introduction has created a buzz within the industry, as it sets the groundwork for a comprehensive approach to gaming regulation in the UAE.

One of its first actions was to award the inaugural license to UAE Lottery, allowing it to operate the country’s first authorized lottery.

This milestone reflects the UAE’s commitment to developing a safe and regulated gaming environment, catering to both local and international markets.

MGM Resorts’ foray into the UAE comes as part of a broader trend where international hospitality and gaming companies are increasingly eyeing opportunities in the region.

The UAE’s diverse tourism offerings and strategic location have made it an attractive market for global operators seeking to tap into the Middle East’s growing demand for entertainment and leisure experiences.

As the landscape of commercial gaming evolves in the UAE, industry experts predict that the entry of major players like MGM and Wynn will enhance competition, drive innovation, and contribute significantly to the economy.

The establishment of regulatory frameworks is expected to ensure that these developments occur within a responsible and sustainable framework, balancing economic growth with social responsibility.

With the gaming sector poised for growth, all eyes will be on the federal government’s decision regarding MGM’s application.

If approved, it could herald a new era for gaming in the UAE, attracting tourists and investors while contributing to the region’s evolving entertainment industry.

As developments unfold, stakeholders and potential visitors will be keenly observing how this dynamic sector takes shape in the coming years.
