New Decree in Umm Al Quwain Regulates Handling of Stray Animals

In a bid to streamline the management of stray animals, Sheikh Saud bin Rashid Al Mu’alla, Supreme Council Member and Ruler of Umm Al Quwain, has enacted a decisive Emiri Decree. Decree No. 9 of 2024, issued recently, outlines stringent measures to address the presence of stray animals across the emirate.

Under the new regulations, stray animals found within Umm Al Quwain will be promptly seized and confined to designated pens by the Umm Al Quwain Municipality Department.

The decree categorizes any seized animal as stray if it is found without an owner. To reclaim a seized animal, the owner or keeper must submit a retrieval request within a strict three-day window. Failure to do so empowers the municipality department to proceed with the animal’s confiscation.

Moreover, the Municipality Department has been granted authority to dispose of stray animals as deemed necessary, ensuring efficient management of the emirate’s animal population. This directive marks a significant step towards maintaining public safety and sanitation standards in Umm Al Quwain.

To enforce these regulations effectively, the Municipality Department will adhere to established procedures. This includes authorizing designated employees as judicial police officers, equipped to oversee and address violations in accordance with local and federal laws.

The decree emphasizes the supremacy of its provisions over any conflicting texts within the emirate’s existing legislation, ensuring clarity and consistency in animal welfare policies.
