Dubai is setting a new benchmark in the global transport and logistics sector with the official launch of drone-based deliveries, marking a significant milestone in the emirate’s commitment to embracing cutting-edge technology.
On Tuesday, the Dubai Civil Aviation Authority (DCAA) awarded the first operating licence to Keeta Drone, a subsidiary of Chinese tech giant Meituan, to begin drone deliveries within Dubai Silicon Oasis (DSO), a major business and technology hub in the city.
The first phase of operations will feature six drones, with the long-term goal of expanding to cover 33% of the emirate by 2030.
This pioneering project is part of Dubai’s broader vision to embrace advanced technologies, reduce traffic congestion, and enhance mobility, making it a leader in smart transportation solutions.
A Groundbreaking Launch in Dubai
In a ceremony that symbolized the progressive spirit of Dubai, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, placed the first official drone order.
The order was successfully delivered from the Rochester Institute of Technology-Dubai (RIT-Dubai) within the Dubai Silicon Oasis, one of the key locations within the newly established drone delivery network.
“We continue to support projects that drive a diversified, flexible digital economy by leveraging advanced technology in Dubai and empowering the aviation and air transport sectors,” Sheikh Hamdan said.
“Our strategy places a high priority on strengthening public-private partnerships to catalyze research and development, sustainable growth, and smart mobility. This aligns with the Dubai Economic Agenda D33, which aims to position Dubai among the world’s top three urban economies.”
The launch of the drone delivery service underscores Dubai’s ambitions to position itself as a global hub for innovation, and to showcase the possibilities of using drones for practical, everyday services.
Streamlining Logistics with Drone Technology
The drone delivery network, initially rolled out at DSO, consists of four operational routes designed to serve critical areas within the technology park, including RIT-Dubai and Dubai Digital Park.
These routes will enable the rapid delivery of food, medicine, and other essential items, with the promise of significantly reducing delivery times and minimizing the impact of traffic congestion on daily operations.
As the program expands, Keeta Drone, in collaboration with various local partners such as Fakeeh University Hospital, Americana, and RIT-Dubai, is exploring further applications of drone technology.
These include emergency services and high-priority medical deliveries, such as transporting blood and medical samples, which will play a crucial role in enhancing healthcare accessibility across Dubai.
Testing, Safety, and Expansion
The DCAA has been instrumental in ensuring the safety and reliability of the new drone service.
According to Mohammed Abdulla Lengawi, Director-General of the Dubai Civil Aviation Authority, the drones have undergone rigorous safety tests over a period of one and a half years.
These tests included flight validations, infrastructure assessments, and safety protocols to ensure that the service meets the highest safety standards.
“We are starting with Dubai Silicon Oasis with six drones. We have four routes in Silicon Oasis and we are going to expand to other areas,” Lengawi explained.
“We will be covering Dubai completely under a long-term plan. We are discussing the best locations for the next phase. Then, we will have additional routes.”
The success of these operations will likely pave the way for further developments in drone delivery systems throughout the emirate, with other locations in Dubai expected to benefit from the service in the coming years.
Keeta Drone’s Global Ambitions
Keeta Drone, which is the first Chinese drone logistics operator to secure an overseas licence, has already made significant strides in the drone delivery sector.
The company, which began testing drone delivery systems in 2017, successfully launched its first commercial service in Shenzhen, China, in 2021.
Since then, it has expanded operations to major Chinese cities such as Beijing, Shanghai, Guangzhou, and Shenzhen, operating over 53 routes and completing more than 400,000 deliveries as of December 2024.
Keeta’s expansion into Dubai comes after a year of rigorous testing, flight validation, and reviews to ensure compliance with local laws and regulations.
The company sees Dubai as a model city for drone deliveries, especially given the high demand for on-demand services and the challenges posed by the city’s extreme weather conditions.
“Dubai’s high demand for on-demand delivery services and the operational challenges posed by its extreme weather underscores the potential for drone delivery to enhance efficiency and reliability,” said Yinian Mao, Vice-President of Meituan and President of Keeta Drone. “Dubai is a model city that can inspire other areas in the GCC and MENA as well.”

One of the key sectors that stands to benefit from the introduction of drone delivery is healthcare.
Dr. Mohaymen Abdelghany, CEO of Fakeeh University Hospital, sees transformative potential in using drones to deliver medical supplies and samples quickly and efficiently.
“Drone delivery can enable our patients to access care more rapidly and swiftly and avoid traffic. In the future, once we have longer-range drones, we will be able to transport blood and blood samples,” said Dr. Abdelghany. “Dubai is the place where things happen.”
This partnership with Fakeeh University Hospital is just the beginning of the broader healthcare applications that drones may soon enable. As the technology matures, drones could significantly reduce delivery times for essential medical goods, potentially saving lives in emergencies.
