Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, unveiled the new initiative on Tuesday, marking a major step towards reducing bureaucratic hurdles in the country.

Under the new system, Emiratis seeking home loans will now only need to interact with one entity instead of the previous 11. Additionally, the number of required documents for approval has been drastically reduced from ten to just two.

These changes are part of the broader ‘Manzili’ housing services bundle, which aims to eliminate 2,000 government processes within a year and cut the time taken for services by 50 percent.

The ‘Manzili’ initiative will offer 18 housing services, significantly streamlining the process from the previous 32 service fields to just five.

This comprehensive approach is designed to enhance efficiency and make the home loan application process more accessible and less time-consuming for citizens.

Announcing the initiative, Sheikh Mohammed emphasized the government’s commitment to reducing bureaucratic procedures, stating, “We are committed to simplifying and reducing the procedures to make homeownership a more attainable goal for our citizens. This is part of our ongoing efforts to enhance the quality of life for Emiratis.”

As part of this initiative, the UAE government has also approved housing support worth Dh1.68 billion for citizens under the Sheikh Zayed Housing Programme.

This substantial financial commitment will facilitate the construction of 2,160 new homes for Emirati citizens, further underscoring the government’s dedication to providing adequate housing for its people.

The streamlining of the housing loan process is a key component of the UAE’s Zero Government Bureaucracy Programme, which seeks to eliminate redundant procedures and requirements across various sectors.

This ambitious project aims to cut at least 2,000 procedures within a year and halve the processing periods for essential services.

In addition to the ‘Manzili’ housing services bundle, the UAE government also launched the second phase of the Work Bundle platform on Tuesday.

This phase focuses on expediting the process of acquiring work permits and residency visas, reducing the time required from 30 days to just five days across the UAE.

This initiative is expected to significantly benefit expatriates and businesses, further enhancing the UAE’s attractiveness as a global hub for talent and investment.

The Zero Government Bureaucracy Programme, introduced in February, reflects the UAE’s proactive approach to governance and its continuous efforts to improve efficiency in public administration.
